|Since 1907, a group of the Dutch intellectual and collectors in Indonesia have established a scientific institution of Borneo Museum located on D.I. Panjaitan St., Banjarmasin. This museum was a private body with the aim of promoting research in the field of art and sciences, particularly in history, archaeology, ethnography, and physics. Collection like weapons, chairs, antiques, and other prominence art were displayed in Borneo Museum. Borneo museum did not last long because the collections were fought over by people who had power while the Japanese was colonizing this region. Amir Hasan Bondan (the pioneer of museum) and Milono, the governor of South Kalimantan Province within the period of December 22, 1955 until the first of the cultural conference in Banjarmasin city in 1957 were formulated a committee and decided to establish the one new museum in the capitol city. At the behalf of the Indonesian Republic, on January 10, 1979 the national museum of South Kalimantan Province Lambung Mangkurat have been started to construct. The minister of cultural and educations, Dr. Daud Yoesoef started to proclaime that the Lambung Mangkurat Museum was financed by central government under the protection of the Directorate of Museum, Directorate General of Culture, the Principal of Cultural and Education Department.Under the circumstances of the otonomical administrations in a recent decade of the Indonesian Governance, Lambung Mangkurat Museum is being administered by local government, culture and tourism, principal office of South Kalimantan Province where the local government need to have many supporting fund to adequate the limited bugget. Supposed to the conditions like this, the department of culture and tourism, R.I. through ‘the assisted project of cultural prevention to the cultural property 2004’, Lambung Mangkurat Museum have priority assessment to applied for the Advanced Storage, Conservation and Preservation of the Cultural Heritage in order to retarding the process of the deterioration of cultural properties.Until January 2003, Lambung Mangkurat Museum has 11.883 pieces of collection. One third of collections are displayed in the main exhibition room and the other is saved permanently in the storage. Since the storage room are limited, many collections tend to arrive to the trace condition like good and bad, tangible and intangible, and still others collection from an organic and non-organic materials, garment, and flexible materials have became disruptive in the specific condition of the deterioration.The causes of the deterioration is determined by the ordinary building of the storage, unadequate temperature (climate), limited actibity and the modern equipment used for maintaining of the appropriation temperature and relative humidity (200C to 220C for Temperature, and 45% to 60% RH) in the storage room. The space of distribution and UV (ultra violet) in the limited actibity of modern equipment that museum have had influenced to the uncontrollable moisture content in the storage, repocitory room, and the conservated laboratories.Hence for the limited conditions like this, the immediate and cumulative effect of the deterioration of cultural property would be awakened due to the object of collectivities are treated by soiling, corrosion agents, staining, sponge, spore, borer and other problem of the deterioration like: Insect, rodent, and the dust. The interventive treatment with the ‘preventive conservation’ and ‘remedial’ (physical conservations) approachment has to perceive for the act of salvaging by the appliement of the study of conservation, preservation, and used of cultural property.Goals (Target of Achievement)Most part of our collections is originally from Europe that remained from the Borneo Museums. Relative kin of Banjar Kingdoms gave their cultural heritage to museum with the simultenous grant. Appreciating to this grant, museum is responsible to conservated them well. The proper functions of the ‘preventive’ and ‘remedial’ treatment as an act of salvaging had to apply for immediately with reference to the authoritative institutions.In one point of view, Museums in Europe have many collections from Asia, and museum in Asia (Borneo) also have collection which comes from Europe along with the background in a perspective history of one object become priority assessment when curator decided to purchase collectivity. The prominence art (European collectivity) have became adherence to Asian Cultural Perspectives (the Dyaks and Banjar ethnic). Concerned to the cultural perspective of the prominence art, Asian and European collectivities have became interested for the associate and phylantropies to use them for a large purposed in study, research, exhibition, publication, documentation, and cultural promotion for tourism. According to the advantages purposed of the associate and phylantropies used for collections, Lambung Mangkurat Museum with the contribution of ‘the assisted project of cultural prevention to the cultural properties 2004’ have decided to proposed the prior program of Conservation, Preservation, and Used of Cultural Property.Through the realizations of this technical assisted project, Lambung Mangkurat Museum have had the advanced storage and the room for conservation and preservation studies that available for 20 persons work in, supposed to the standardization of a public institution like museums. We supposed that the realization of this technical assistance service would able to improve the responsibility of museum staff to developed their capability in accomplishing the task of conservation, preservation due to the awareness of morality works in maintaining of the preparedness management to protected the prominence art of Asia-Europe Cultural Heritage.|

Some Pertaining Mechanism in Retarding Process of the Deterioration of Cultural Properties
|Conservation is supposed to develope the capacity of the cultural property usage at the aim of ideological, academical, and economical purposed. A comprehensive conservation program involves four interelated activities: preventive care, treatment, research, and documentation. The goal of a conservation program is the long-term preservation of the utility of collections; thus any conservation approach must facilitate access to the collections and preserve their integrity for research and other uses (Carolyn L. Rose and Catharine A. Hawks, 1995). Since the conservation is determined as caring and treating the guaranted protections into the one object, some pertaining mechanism of preventive should be preserved for retarding the process of the deterioration and the dissolve of cultural properties. That is, the way of conservator reducing the risks of use in collections. Hence for the aim of preventive conservations; preservation is examined for preserving, preventing, caring and treating involvement into the works of conservation due to the conservator witdrawing the endeavors of prevention, protected, and saveguarded the cultural herritage.The conservation of cultural properties is also supposed to the aim of conservator handling the artifact, building, sites (museum) and their environment from the dissolved and the deterioration caused by human and nature, or the combination of those two factors. The works of conservation is categorizing into: 1) preventive conservation derive from the direct action for retarding the dissolved (soiling process) of cultural properties and supposed to the aim of prevention, preventive conservation methode is capable for maintaining of the optimal conditions of treatment; 2) remedial (physical conservation) derive from the direct action that supposed for retarding the soiling process and to prevent the cultural properties from the further deterioration by creating the better conditions of vernacularistic environment and building.Cultural properties (artifact, ecofact, and building) are various – from tremendous huge to the mischellanous tiny – from the ordinary until the miscerist-handcraftmade – from the unreality to the masterpiece – from an heirlooms inherited to the pre-eminently regalia. Those cultural properties have the historical meaning and within the ideological, academical, and economical perspectives, cultural properties is able for pervocating the patterns of culture of the ancient society and enable to shows up the national identity.Most of the cultural properties are storaged in museums but other cultural property could be storaged in the one site locations, private or governmental offices, research institute, university, collector and common places, the room of exhibition and galleries, even in the traditional drug store, antiquities or restaurant. In particularly, where the cultural properties was storaged there have to notifies the deep attention for preventing them well. That is, we could not ignore to protected them and for organizing the works of conservation, the authoritative reference should be enhanced with the reliable law enforcement for governancing the used of cultural herritage. The application and dessimination of public participation for the aim of preventive conservation to the cultural property can successfully to do with: a) publication through the radio, TV, and mess media discussion. Publication is able to do with the socialization like training, technical councelling of cultural educations, and provide the information through liflet, brosures, and poster; b) policy making which was directed to the conservation community like phylanthropis, museum representatives, decission makers, non-binding direct involvement, and binding direct policy making of non government representatives. Policy making is able to do with the authoritative institutions of UNESCO like: ICOM, ICCROM, ICOMOS, ASEF, ASEMUS, university, foundation and other supported fund; c) process of participations can be performed in a public meeting, provide issues and exhibitions, panel discussion, seminar, workshop, visited study, life in radio, TV, and general meeting with the athorney; and d) dirrect participation can be perceived and dessiminated with the Participatory Action Research, Collaborative Learning, Multy Objective Planning, and Management.For introducing a comprehensive conservation to the cultural property, beside of it have to support with the proper methode, the available knowledge and management; the application of conservation have to support with the participated education and notification that supposed to recommend the financial, public, political responsibilities, and other collaborated learning due to the application of the proper management was provide in vein. To comprehend the task of conservation, preservation and used to the cultural property, the dessimination are prior to the program of consultation, workshop, and exhibition should be perceived with the contribution of museums world wide. For the better appliement of this implemented program, wider participation from phylantropies and associate within where they posponed position in an authoritative institutions is needed due to the preventive and remedial conservations was turned in as an act of salvaging conservation to the prominence of Asia and European cultural perspectives and herritage.
